Innovation Solutions Partnership, LLC (ISP) was formed to meet the unique challenges faced by the Department of Homeland Security today and to innovate leading edge solutions for its future. ISP is the joint venture of Zimmerman Associates, Inc. (ZAI) and Creative Information Technology, Inc. (CITI), two mid-tier companies that offer exceptional service, proven track records of innovation, and disciplined program management (CMMI Level 3 and ISO 9001:2008 certifications). With skilled personnel and a culture committed to excellence, ISP is passionate in our vision, and driven to succeed. Our team includes core team members (Kratos Technology & Training Solutions, Inc., Integrity Applications, Inc., and Fulcrum), selected for their broad array of technical capabilities, successful performance, depth of resources, geographic reach, and company cultures dedicated to innovation. The team also has seven small business partners regarded as “future stars,” all chosen for their technical skills, creative solutions, and developmental capacities.

KTTS specializes in information technology, satellite communications and training, to help customers achieve consistently higher levels of performance. KTTS delivers management software products, as well as implementation and consultative services that are designed specifically for IT networks. Exceed Corporation – Small Business
Exceed provides such solutions to the complex technical, management, analytical, and programmatic challenges faced by federal, state, and local governments, and private industry in the 21st Century. Exceed is ISO 9001:2001 and 20000-1:2011 certified, and offers a unique array of technical, management, and analytical services, including:

  • Information technology service and support – managed Tiers 0, 1, 2 and 3 Information Technology Service/Help Desk solutions and support services.
  • Integrated security solutions – security consulting and program support; and security systems design, engineering, and support.
  • Document Management – comprehensive range of customized records management, site management, and processing solutions.

Fulcrum has been providing IT services to the federal government for over 20 years, focusing on six core competencies:

Integrity Applications, Incorporated (IAI)
IAI is an engineering and software services and solutions company with a nationwide presence primarily supporting the intelligence community and other civil, defense and intelligence customers with a focus on Government space and intelligence surveillance reconnaissance systems activities. IAI provides specialized subject matter expertise in system engineering, system integration, system acquisition, software integration, visualization and modeling and simulation expertise.

SSB, Inc. – VOSB
SSB is appraised at CMMI Level 3, and is experienced with the full software development lifecycle (SDLC) from requirements definition through implementation and operations and maintenance (O&M). SSB provides information services to government and industry through system engineering and advanced concept development. Additional services that complement system development, implementation, and training include Software Configuration Management, Quality Assurance, Testing, and Documentation.

UniSpec Enterprises, Inc. – 8(a), SDB, and HUBZone
UniSpec is an information technology and business solutions provider focused on supporting the operational efficiency of government enterprises. UniSpec employs over 65 full-time consultants, engineers, and support personnel in the areas of consulting, data and operations center support, and knowledge/administrative support services.

Validatek, Inc. – 8(a) SDB
ValidaTek is ISO 9001:2008, 20000-1, and 27001 certified and is assessed at CMMI Level 3 for DEV and SVC, and provides IT business analysis, enterprise engineering and operations solutions, and independent verification and validation of project requirements.

Quality Assurance Program Statement
The ISP Team’s quality management program complies with ISO standards for quality management (ISO 9001:2008), the ITIL framework, and the SEI CMMI. It incorporates quality planning, QA oversight, QC monitoring, self-reporting, and continuous improvement to deliver creative and innovative solutions that: (1) achieve operational and strategic objectives; (2) produce measurable results that meet or exceed performance standards; (3) are performed on-time and within budget; (4) earn outstanding customer service ratings; and (5) adhere to DHS requirements, including all applicable security policies, directives, guidelines, and regulations.

The ISP Team’s QA program is built on the registrations and certifications earned by JV partners ZAI and CITI, as well as those of our core team partners. Both ISP JV partners (ZAI and CITI) have earned ISO 9001:2008 certifications and are assessed at CMMI Level 3. Kratos is assessed at CMMI Level 3 and has ITIL-certified staff. Kratos and Fulcrum IT are each ISO 9001:2008 registered.

DHS/FEMA Provided Customer and Data Services (CDS) FEMA’s Risk Mapping, Assessment, and Planning Program (Risk MAP). Designed, built, implemented, and maintained all of the program’s IT systems, including managing and disseminating data to the public and stakeholders
Department of State (DoS) Under the Hybrid Information Technology Support Services (HITSS) IDIQ contract, provide a broad range of IT systems engineering, software development, and operations and maintenance services for DoS headquarters and field offices located throughout the United States and worldwide.
Defense Contract Management Agency (DCMA) Transitioned DCMA from client-server applications to a web-based enterprise architecture. Operated and hosted the DCMA Skunkworks—a rapid-application development facility responsible for full lifecycle development and deployment of “eTools,” Java-based web-enabled software applications that support the agency’s mission and ensure that supplies and services are delivered on time.
Naval Air Warfare Center Weapons Division Provided development, testing, and fielding of future precision engagement and Command and Control (C2) systems. Platforms included F/A-18 Super Hornet airborne system processing initiative designed to foster effortless intelligence data sharing and collaboration environment among war-fighters and the Distributed Common Ground Stations- Navy.
Department of Education Built and managed all IT operations for the National Assessment of Educational Progress (NAEP) for the implementation of the No Child Left Behind Program. Implemented/maintained NAEP Intranet, managed web-based systems, and maintained the communications network.
